AI MVP Development Cost in Singapore: What to Budget in 2026

If you run a Singapore business and want to test an AI product or internal tool, the first question is usually the same: how much will a first version cost? The honest answer is a range, and the range depends on a few decisions you can control.

This guide gives you working estimates, the assumptions behind them, what pushes the number up or down, and how long it takes. It also covers grants and when buying an off-the-shelf tool is the smarter move.

All figures below are estimates in SGD, excluding GST, based on typical scopes for small and mid-sized businesses. They are not quotes. Your number depends on your data, integrations and how much of the workflow the AI has to handle.

What counts as an AI MVP

An AI MVP (minimum viable product) is the smallest working version that proves the AI does a useful job for real users. It is not a demo on a laptop. At minimum it usually includes:

  • A simple web or mobile interface your team or customers can use
  • The AI part: a model call, an agent, document search (RAG) or a classifier
  • A connection to at least one of your data sources
  • Login, basic access control and logging
  • Hosting, monitoring and a way to review what the AI got wrong

What it usually does not include yet: full admin panels, every edge case, multi-language support, or deep integrations with every system you run.

AI MVP cost ranges in Singapore (2026 estimates)

TierTypical scopeEstimated build cost (SGD)Typical timeline
1. Focused AI toolOne workflow, one data source, off-the-shelf model via API, internal users. Example: summarise and route incoming emails or quotes.15,000 to 35,0003 to 6 weeks
2. AI-powered appCustomer or staff-facing web or mobile app, RAG over your documents, 1 to 2 integrations (e.g. Xero, Google Workspace, WhatsApp), role-based access.35,000 to 80,0006 to 10 weeks
3. Multi-step agent or platformAgents that take actions across several systems, approval steps, audit trail, multiple user types, stricter security or data residency.80,000 to 180,000+10 to 16+ weeks

Assumptions behind these ranges:

  • A small senior team (product lead, 1 to 2 engineers, part-time designer and QA) working with AI-assisted development
  • Use of existing models through an API (for example OpenAI, Google or Anthropic models), not training your own model
  • Your data is reasonably accessible (exports, APIs or a database), not scattered across paper and personal inboxes
  • Cloud hosting on a standard provider, with Singapore region hosting where needed
  • One round of user testing and fixes before launch

If any of these assumptions do not hold, expect the number to move toward the upper end or the next tier.

Running costs after launch

Build cost is only part of the picture. Budget for these monthly costs once the MVP is live:

  • Model usage (API tokens): often SGD 50 to 1,500 a month for an SME MVP, depending on volume and model choice. High-volume customer chat costs more.
  • Hosting and databases: roughly SGD 100 to 800 a month for typical MVP traffic.
  • Monitoring, logging and vector search: SGD 0 to 400 a month.
  • Support and improvements: many teams set aside 10 to 20 percent of the build cost per year, or a small retainer.

Ask for estimated running costs before you build, based on your expected volume.

What drives the cost up or down

1. Data readiness. Clean, structured data in one place is the biggest saving. If your knowledge lives in scanned PDFs, WhatsApp chats and spreadsheets, part of the budget goes to cleaning and structuring it first.

2. Number of integrations. Each system the AI reads from or writes to (accounting, CRM, ERP, booking tools) adds design, testing and failure handling. Read-only integrations are cheaper than ones that take actions.

3. How much the AI is allowed to do on its own. An AI that drafts a reply for a human to approve is far simpler than one that sends invoices or updates records without review. Autonomy needs guardrails, audit logs and more testing.

4. Accuracy requirements. “Mostly helpful” for internal use is cheaper than “must be right” for pricing, compliance or medical information. Higher accuracy needs evaluation sets and review workflows.

5. Security and compliance. PDPA, financial data or regulated industries add access control, encryption, data residency and logging. Plan this in from the start.

6. Web, mobile or both. A responsive web app is usually the cheapest first step. Native or cross-platform mobile adds app store setup and device testing.

7. Who owns what. A custom build costs more upfront than configuring SaaS, but you avoid per-seat fees and lock-in.

Timeline: how long an AI MVP takes

AI-assisted development has made coding faster. It has not made decisions, data access or user testing faster. A realistic plan for a Tier 1 or Tier 2 MVP looks like this:

PhaseTypical durationWhat happens
Scoping and design1 to 2 weeksDefine the one workflow, success measures, data sources, screens
Build2 to 6 weeksInterface, AI logic, integrations, access control
Testing with real users1 to 2 weeksAccuracy checks, edge cases, fixes
Launch and handoverUnder 1 weekDeployment, monitoring, documentation, training

The most common delay is waiting for data access, approvals or feedback. Naming one decision-maker on your side shortens the timeline more than anything else.

Grants: PSG and EDG

Singapore SMEs often ask whether a grant can cover an AI build. A few points to check before you assume it can:

  • Productivity Solutions Grant (PSG) supports pre-approved, off-the-shelf solutions from listed vendors. A fully custom AI MVP is usually not a PSG-eligible solution unless it is packaged and pre-approved as one.
  • Enterprise Development Grant (EDG) can support projects that upgrade capabilities or innovate, which may include custom technology projects. Support levels and eligibility change, so check the current terms on Enterprise Singapore’s site or the Business Grants Portal.
  • Do not sign or pay before you apply. Grant rules generally exclude costs committed before the application is submitted. Get your quotation and scope ready, apply, then sign.

We cover the last point in more detail in Do Not Sign the Vendor Contract Before Your Grant Application.

Grant terms change. Treat this section as a starting point and confirm eligibility with Enterprise Singapore or the Business Grants Portal before committing.

Build vs buy: when not to build an AI MVP

Building is not always the right answer. Buy an existing tool if:

  • The workflow is common and generic (meeting notes, general customer FAQ chat, basic document search)
  • An existing SaaS product covers 80 percent of what you need
  • You do not yet know if users want it, and a no-code test can prove that first
  • Your monthly volume is low enough that per-seat pricing stays cheap

Build a custom MVP when:

  • The workflow is specific to how your business makes money (quoting, scheduling, compliance checks, job tracking)
  • It needs to connect to your own systems and data
  • Per-seat SaaS pricing will become expensive as you grow
  • You want to own the code, the data and the roadmap
  • The AI output is part of your product or a competitive advantage

A practical middle path: start with a Tier 1 tool around one painful workflow, measure the result for a month, then decide whether to expand. See also Build vs Buy AI Agents.

How to get an accurate quote

You will get closer, more comparable quotes if you prepare:

  1. The one workflow the MVP must handle, written as steps (who does what today)
  2. A sample of real data, anonymised if needed (a few emails, documents or records)
  3. The systems it must connect to, and whether it reads, writes or both
  4. Who will use it (staff, customers, both) and roughly how many
  5. What success looks like in numbers, such as hours saved per week or response time
  6. Budget band and deadline, including any grant timing

When comparing vendors, ask for: assumptions, exclusions, estimated monthly running costs, code ownership and post-launch support.

Frequently asked questions

How much does an AI MVP cost in Singapore?

As an estimate, a focused AI tool typically costs SGD 15,000 to 35,000, an AI-powered app SGD 35,000 to 80,000, and a multi-step agent platform SGD 80,000 or more, excluding GST and running costs. Scope, data readiness and integrations drive the final figure.

How long does it take to build an AI MVP?

Typically 3 to 10 weeks for a focused tool or app, and longer for multi-system agents. Data access and feedback speed matter as much as coding speed.

Can I use PSG for a custom AI build?

Usually not, because PSG covers pre-approved packaged solutions. EDG may apply to some custom projects. Check current terms with Enterprise Singapore before signing anything.

Do I need to train my own AI model?

Rarely for an MVP. Most SME MVPs use existing models through an API, combined with your own data. Training a custom model adds significant cost and is usually a later step.

Who owns the code?

That depends on your contract. With Zimozi, clients own the code and data of their custom build. Confirm ownership in writing with any vendor.

Next step: get a scoped estimate

The ranges above are a starting point. A 30-minute call is usually enough to place your idea in a tier, flag data or integration risks, and tell you whether to build, buy or wait.
